500 OOPS: could not read chroot() list file:/etc/vsftpd/chroot_list

I foud the similar problems here but it doesn't solve my problem.
My server has CentOS 6.4 installed.
I configured vsftpd.conf as followed

Code:
chroot_local_user=YES
chroot_list_enable=YES
# (default follows)
chroot_list_file=/etc/vsftpd/chroot_list
I also manually created /etc/vsftpd/chroot_list file and inserted uernames. I set permission of chroot_list to be readable for all.

Whenever I login to ftp, it says 500 OOPS: could not read chroot() list file:/etc/vsftpd/chroot_list

I tried with so many accounts including root but I got the same problem. Can I get any idea please?

Solved

Oop! I just solved the problem. I set wrong propertiy to chroot_list. At the file properiies, permission tab. When I set SELinux Contex to System Configuration, the problem was solved.
