צהו in fedora

How can I get הוצ-letter working in the Fedora?

This is what I have in /etc/sysconfig/i18n:

#LANG="fi_FI.UTF-8"
LANG="C"

SUPPORTED="en_US.UTF-8:en_US:en:fi_FI.UTF-8:fi_FI:fi"
SUPPORTED="en_US.UTF-8:en_US:en:fi_FI.UTF-8:fi_FI@euro:fi_FI:fi"

#SYSFONT="latarcyrheb-sun16"

LC_CTYPE="fi_FI@euro"

After I added those, I restarted X but still the letters didn't work.
