I've never heard of htb tools, are you referring to the bandwidth management software described at the site below?

http://freecode.com/projects/htb-tools

If so, I notice the most recent release notes for it are five years old. Several other sites showed no recent activity so I'm wondering if it's still being developed. Have you tried the Ubuntu Software Center or apt-get?
