xinetd /etc/services

May be a stupid question. Anyways here it is.
I read in man pages that
xinetd is not limited to services in /etc/services. My question is how does xinetd know, in case of other services, where to read them from?

/etc/services is just a lookup table for service names. You configure the service under /etc/xinetd.d/ and that's all xinetd needs to start the service.

Actually I may ask another realted question. How would xinetd.d knows when any other service is added in this directory. Do we send a SIGHUP to xinetd to know about this entry?

I mean how would the daemon xinetd know when /etc/xinetd.conf has been modified or when an entry in xinetd.d has been added?
