I can not get guest accounts to upload to wu-ftp

I have wu-ftp running for anon ftp but my users cant seem to upload

i have added this line to the ftpaccess file to allow for uploads but they still cant upload

upload /var/ftp /pub/incoming yes ftp ftp 066 nodirs

any one know why

btw on redhat 7.2 with the factory install of wu-ftp (just a test box)

Is the 066 a umask? If so, it's probably supposed to be 011 (umask is opposite of chmod numbers so rw- ==> 011)
