win98 can't see dhpc server?

I'm having isc dhcpd-3.0.1rc8 and it is working fine, with linux + win 2k + win xp clients on 2 networks. The problem is win win98. If i wan't to use win98 client, I need to feel in default gateway in order to find dhcp server, otherwise wouldn't work.

any clues?
