Wierd Annoying unsolved yet problem!

I'm hving this huge problem , not to be solved yet!
so it goes like this:
Running Mepis,Ibm thinkpad, cables modem and ethernet card.
disables any firewalls ( just to check if the firewall is the origin of the issue)
now , i use pppoe .. i have to dial my isp to get connected.
it connects.but i cannot surf a lot of webpages and in the same time i CAN connect to alots of other webpages! such as google.com and walla.co.il , but no way to connect to mepis.org or mepislovers.org!!!!
so you ask how do i surf here now? well i go into mepis os center to the network part and in the misc tab i change the dns manually to:
primary:192.115.106.11
secondary:194.90.1.5 ---> ??
i apply the changes and it afects immidiatly! and wallla! i can surf wherever i want!
and i tried saving this dns's in the resolv.conf file and
chattr the file ( becouse it changes every boot)
but than i cant connect at all!
heres an output of ifconfig (ip =x.x.x.x)
eth1 Link encap:Ethernet HWaddr 00:0A:E4:2E:75:7B
inet addr:172.24.x.x Bcast:255.255.255.255 Mask:255.255.224.0

SO ANY IDEAS? i posed this issue in other mepis forums but no luck! i'm very new to linux and totally clueless!
thanks in advance!

I vaguely remember something about scripts being run upon connect. Maybe it was ifup-eth0 in /etc/sysconfig/network. It's a RedHat type of setup, I don't know if Mepis has it.
Anyway, the idea is to run the script that adds your DNS servers upon connect. But why, in the first place, you have to do this? What are the DNS servers you're getting from your ISP?
You could also put something in your rc.local to accomplish this. But it looks to me like your DHCP setup is not right.
