wget and '..'

I am trying to form a wget command of the type :-

$ wget 'ftp://ftp_load_machine/../data_dir/a.txt'

The third or fourth thing that wget does is a CWD to the root directory of the ftp user concatenated to 'data_dir , i.e

CWD /ftp_user/data_dir

However my data directory is at the same level as the root user and so I need to use '../' to navigate upwards. Wget seems to ignore this. Is this a bug (in which case what is the workaround) or is this deliberate ?

( I am using a .netrc config file incidentally)
