Webbase CBQ Traffic Control


hi all .
I am looking for webbase traffic control ( cbq base ) that enable user to handel network traffic easily and quikly ,
I try to use webcbq but It not work fine
any one know better webbase software to enable me to run it ?
I was install and run webcbq and when I try to run status it don't show me any rule and also i am not able to show any error to solved my problem .

also i am not able to show any error to solved my problem.
Are you sure you installed it properly including dependencies?
Did PHP give any errors (error reporting enabled in php.ini)?
Did Apache throw any warnings?
Any errors in the syslog (check /etc/syslog.conf for log locations)?
