vsftp and port 21 problem

I installed vsftpd on to a machine running fedora rc2. It worked perfectly until I rebooted the computer. After the reboot when I try to start vsftpd I get this error message "500 OOPS: could not bind listening IPv4 socket" any ideas on where to start?

It sounds like port 21 is already being used. Are you wanting to run vsftpd from xinetd or standalone?

right now it is set up on standalone. I thought that it meant that something else is using that port but I don't know what it is. It was working after I installed it untill I rebooted. This is the second time i have had this problem.

There are two things to try - check that it is disabled in xinetd:
cat /etc/xinetd.d/vsftpd

You could also try a netstat to see if it gives you a pid:
netstat -nlp
