VPN Tunneling

Heloo all
First of all I am new to the VPN World.
Second thing i am not sure if VPN and Tunelling are not same thing.Would appreciate if some clears me on that.
I would like to have something like this
In the current situation My headquarter office and branch office are connected by PPTP.It's actually made up of a small script and some Iptables Firewalls. So in my Headquarter Linux box,All the Tunneling connection Information(Scripts) to my remote branches are stored. One Script Per Connection(Per Branch-office).Where as My branch Office linux box stores only the Script that it needs to connect to the headquarter. All the Inter branch Routing are done in the headquarter linux box.So this is something like a peer to peer(point to point) Tunelling.

Eeeks that is my current Scenerao.

Now i wish to do the following.I want to deploy a VPN Server. So that even though my users are roaming.(May be one of the hotel around the hotel) they can connect in through an internet connection VIA a VPN Client. The client should be a window's based. Is there Such thing in existence in the World of linux that is free to use.

Please share Your Experiences and Thoughts
Regards.
