What sort of VPN?
What sort of network connections?
What units? milliseconds?

Is their high latency outside the VPN? Or without the VPN?

A general solution would be to use a token bucket to slow it down, or reduce the queue length on the offending router.

What does "ping" with big "packetsize" give you?
