Virtual network connection?

Question: is there such a thing in Linux as a "virtual internet connection"? I noticed many developers and IT people that work for a number of customers have problems with their network connections. Different clients (companies) use different VPN connections to connect to their networks. Connecting to VPN "disconnects" you from your primary network, which can be pretty annoying at times - and also, you can't be connected to multiple VPN connetions at a time. That of course all makes perfect sense, but is in a way pretty limiting. Many developers solve that problems by using a virtual machine to connect to the VPN so they can still work on their primary network. Is there a way to virtually seperate networks in Linux without using a virtual machine? So then you could maybe assing different applications to different networks without using a virtual machine - it seems quite an overhead to have a whole virtual machine running just to seperate network connections. It would make more sense to have just a seperate "sandboxed" "virtual connection".
And if something like that doesn't exist, should it? Would you use it? Would it make sense to add that kind of functionality to Linux?
