what distribution are you using?

I would make sure that you installed the apache_mod_php and the manuals I also imagine that you are going to want mysql with php and maybe even perl.

just create a new directory inside /var/www/html/ and set them as the document root for the new virtual host.

I had the exact same problem. I fixed it by adding something like this in the /etc/httpd/conf/commonhttpd.conf file:

<Directory /home/flash>
Order allow,deny
Allow from all
</Directory>

I found the solution in this thread
