vhosts for IRC->IPs->DNS? question


Greeings
I have the opportunity to buy IPs from my ISP ( 1.5$/month, paid yearly ), which I would like to use for vhosts for IRC (and maybe web sites, to have websites like admin@vhost-I-buyed.com etc.)
The DNS I use for my server, is not my server's DNS. I use the DNS of the place where I registered the domain. So I wanna ask how will I be able go "use" those vhosts - for ex.
- I resolve domains to my ISP's DNS
- They resolve the domains to my new IPs and tell the new IPs to resolve to my servers' IP?
I know this post is kinda messy but I hope you got what I asked.

and btw I know that IPs only for vhosts are kinda wasting the nets' IPs, but there is no way I can use different vhosts for IRC on one IP, right?
