wpa_supplicant is only used for WPA and WPA2 connections. If you must use WEP, just set the key value(s) in the appropriate connection configuration file. (Most WiFi connection applications will do this for you when you set up the connection.)
Note that the test tools available on most GNU/Linux system can typically "break" WEP encryption in less than five minutes, so that obsolete encryption methodology is not recommended for any system you want to use to access anything you wish to keep out of public view. (Of course, using the key values reveled by the test tools to actually access the protected system is illegal in most jurisdictions, and those tools are ONLY intended to be used by a system's administrator to verify the system's security.)
LQ policy precludes identifying those tools and describing how to use them.
