User specific browsing based on IP Address

I am wondering if it is possible, in RHEL5, so direct specific users based on their IP Address. It may not necessarily by DNS based, but that was my best guess. Basically I deal with Copyright Notifications, and I am looking for a way to direct users to a specific web page with instructions to call, fill out a form, etc, and not let them browse the internet until we release them? I know that some users will figure out how to use other DNS servers if that is possible, but wanted to see if something like this was possible?

It sounds like you are talking about setting up VLAN's where certain VLAN ID's have access to some stuff while other VLAN ID's have access to other stuff.

See http://en.wikipedia.org/wiki/Virtual_LAN

I was hoping to do this at the server level, instead of the router/switch level. Some of our equipment does not have the IOS needed to do the Vlans I would need.

There is a technique called wikipedia:Captive Portal that is used by internet providers to show a disclaimer or an authentication page before the user is allowed to access the target network (Internet).

The firewall distribution pfSense has such a feature built in.
