upstream problems

my server has a fresh reformat with a copy of updated kernel and cpanel.
and ever since this is installed (the whole red hat 9 os),
my upstream speeds acts like a 56k, while downstream works fine.

im on a 100mbit backbone and a network test shows that its a box's problem.
as im relatively n00bish to linux, i cant debug this problem and really wish for some help on this since this is meant for business.

i've had redhat9 and fedora core 3 installed before this format, and upstream has always been working ok, is there anything i missed or configed wrongly? pls advise, veterans
