Ubuntu server 9.04 enable tun/tap

I'm getting this error in the system logs:

Note: Cannot open TUN/TAP dev /dev/net/tun: Permission denied (errno=13)
I've searched around and found out that I have to enable tun/tap drivers, how would I go about doing so?

Are you trying to run OpenVPN? Do so as root.

Yeah, I'm running it as root. When stating the user/group it belongs to should I make that root also?
