tulip.c driver for linksys LNE100TX

My Linksys ethernet card does not work. I have
downloaded an updated driver from their website.
This driver is the Tulip.c.

q.1 what directory do i download this file into.
q.2 the procedure on the linksys website
starts with the command ggc (and more commands which i will not type in here).

i type these commands in but i get an error
saying bash: ggc not a command.

q.3 when ever i boot up the everything is ok
apart from eth0....i get the following msg.

bringing up eth0 interface....(for about 2mins this goes on until, this shows up)
Determining IP address failed.

Any tips.....please Linux is fun and the addiction is growing...
