Transparent QOS / Traffic Shaping

I was wondering if anyone could let me know if it's possible to make a linux box into a transparent QOS / Traffic shaper. Basically what I've got right now is from our intranet we go out through a BorderManager server and that server controls internet access by user, filters etc... I want to know if I can place a transparent box inbetween the net and the bm server or btw the bm server and the local network to do some QOS / Traffic shaping. We've got some telnet apps that are latency sensitive and the HTTP traffic is squelching these programs. If it is possible can someone point me in the general direction of how to accomplish this task?

Thanks,

Dan

Also have a look at http://lartc.org/wondershaper/

Shorewall has good integration for this kind of thing: http://www.shorewall.net/traffic_shaping.htm and it makes a good way to configure the rest of the firewall as well.
