traffic generation utility for packets per second manipulation -?

I am looking for open source traffic generation utility with capability to control bursts of "packets per second" for the output tcp flow. Any suggestions?
Thanks,

Not sure what you mean by "control bursts". The best traffic generator that I've found that gives you control over packet distribution is d-itg giving you the option of numerous packet distribution methods.

Take a look.

I mean that it ( the tool) should be able to send tcp packets at the constant rate for the period of time and to send packets at increased ( but constant) rate after that interval. Does it mean manipulation of inter departure time in ITGSend?
Thank you,
-V
