Traffic capped at 1gb/month

Searched google & linuxquestions, but unable to find answers to the following -

Running rh8 (2.4.18-14).

Can someone please point me in right direction to set a limit of traffic allowed on a server.

It can be either on a per user id or per ip address basis?

E.g.
Traffic capped at 1gb/month.
Upon reaching the 1gb/month quota, action such as dropping packets should be applied for the month in question. At 800mb a warning email could be sent?

I dont know if netfilter/iptables is an overkill, or an appropriate solution?
