Timeout expired while waiting for the PPP interface

My external modem can access the internet via Network Configuration by clicking Activate. However, it still displays Inactive even though I'm logged on and surfing the web or "yumming" installs and updates. I have to disconnect the phone cord to go offline.
KPPP will start but won't finish a connection, giving me this message: "Timeout expired while waiting for the PPP interface to come up."
Anyone got a suggestion on what I can do to (1) get "Inactive" to display as "Active" or (2) get KPPP to function? I'm posting some info below that I hope might prove helpful. I ran a shell script that gave me this info after I had logged on with Network Configuration.
