Every distribution I know has telnet disabled and/or a firewall running, that blocks the port.

You should use ssh (putty for win$).

If you never the less want to use telnet you really should check if a service is running on your linux pc.

Use:

netstat -tupan | grep 23

to see if there is a service running on port 23.
If you can not find any service running on the port 23 you should check if the telnet-service is running.
