suggests scenario for HA

Can some one suggest me a scenario to build HA, specs are:
two apache system with public IPs (active/passive) and two mysql server having master master replication (active/passive) or (active/active) ? ...
Problem is that: I deployed HA version 1, and give a public ip and httpd as a resource, when master sit down, failover shows that it has picked up the resource but I could not able to get the httpd serving.
i.e public ip is: 1.1.1.3
given as a resource, in haresource, when master sit down, this ip is captured by slave as eth0:1, but when I browse apache, it is not found error.

Can any body suggest me some good way.

Thanks
