If you are logged into a shell account, and you ssh to another shell account, it passes your current username. You can login as a different user with the "-l username" option.
If you login from Windows, using something like PuTTY, then it will ask for a username. I'm guessing it would do the same if you didn't have a matching username on both Linux boxen.
