squid traffic control

i do have 7.3 redhat box ipchains dhcpd squid installed

now i do have 512 kbits dsl connection

my configration is eth0 have internet link eth1 have strate cable into swith
now using squid i want to limit bandwidth to my network to 128 Kbits

and rest of should be applied to dhcpd

pls let me know how to do
