Question Squid question

Hi everyone!
I need activate the delay_pools option in Squid, because my users in LAN have been downloading improductive files for the university. But the squid.conf indicates wich this option only functions if the squid is compiled for this. squid.conf also indicates the runs of configure script of squid for this.

I'm installed squid by default (rpm's of redhat installation) and currently not found the configure script in the system. Have someone ideas for resolve this without Squid reinstallation?
