Squid and DNS on the same server


Hi, I am trying to configure Squid, DNS and Apache server on the same machine on RHEL 4 for practice. Now, after all things are well and done, I just have one problem -- I can't access the outer network --- Internet.
It says "Cannot resolve IP address". My /etc/resolv.conf says :

search ssi.com
nameserver 192.168.0.254
How do I tell the computer to access the outer network when required and also show the local website running on it when required. I want to surf from the network and host the site and act as a DNS and Squid at the same time. Where should I make changes to include my ISP's DNS servers for resolution of external IP addresses ? And what ?
