smtpd problem - dev.null.dk down?

Running RedHat Linux 9.0 with Qmail and we've been having problems with connections to the smtpd port being very slow or completely timing out. Found in /var/qmail/supervise/qmail-smtpd/run we were checking three different blacklist sites, one of which wasn't responding. I'm not the one who originally set up this machine so I don't know where this came from, but has anyone heard of dev.null.dk? This site doesn't seem to be responding and as soon as I removed it from the run file, the smtpd port was just fine. Not a big deal, just curious.
