slow network over WAN on RHEL 7

Anyone noticed a slow network speed over WAN especially on RHEL7?

I have 2 servers in same network, one runs RHEL 6.4 and the other 7.0. A simple 200MB SCP gives 8 MB/s on RHEL 6 but <100KB/s on RHEL 7.

Not running any host level firewall, simple plain setup, even tried disabled network manager service on RHEL7, tried all possible tuning of tcp buffer/window size but no luck.

Where are you SCPing the file to/from? Are speeds consistent over LAN?
Any other variables different on 2 servers? IPv6? Link negotiation?

We figured out on the bonding mode of interfaces. I had it configured as round-robin which was not supported by networking so the slowness where the RHEL 6 server got active-backup mode. changing the mode to active-backup on RHEL 7 resolved the issue.
