Cool SIOCSIFFLAG: Device or resource busy

Dear fellas...

I have installed RH 8 on my PC.

I have problem with my PCI ethernet Realtek 8139. It seems to be inactive and can not be detected automatically by Linux (kudzu). And if it being activated with ifconfig eth0 up or
/etc/init.d/network start|restart the system will show message SIOCSIFFLAG: Device or resource busy. I want to know, what "SIOCSIFFLAG: Device or resource busy" is, and how to solve the problem.

Note's:
The device is working well on MS. Windows9x/2K

thank's
