Question setting user restrictions

I'm having difficulty with users and my ftp site. It seems that the user names and passwords work fine. But when I try to upload a file using my or their usernames, I get an error message that I don't have permission to perform this task.
I'm using proftp and I have UMask set to 022.
I guess I am confused as to what ultimately controls what permissions a user to the ftp site has- the proftp.conf umask setting or directory and files settings for each user I setup with adduser.
Basically, I just want them to be able to upload a file and overwrite it if necessary.

The access permissions of the linux systems are used, doesn't matter much if you limit access with the proftpd.conf, last check is always file system access rights!
