service dead but subsys locked


Can anyone explain to why i'm getting:

snmpd dead but subsys locked

When starting to run it says OK but when i checked its
status, it says dead but subsys locked. When i checked
/var/log/messages it says:

snmpd startup succeeded
Error opening specified endpoint "udp:161"
Server Exiting with code 1

Thus it mean port 161/162 is block? I ill using this to my mrtg but i wanna do a dry run first by monitoring my old linux box.

Thus it mean port 161/162 is block?
Correct. Something is already running on that port.
Check app and PIDs with "lsof -ni udp:161".

Can anyone provide any assistance as I seam to have the same issue on a RH EN4 system. Below are the symptoms.

When trying to start service and get status

[root@localhost init.d]# ./snmpd start
Starting snmpd: [ OK ]

[root@localhost init.d]# ./snmpd status
snmpd dead but subsys locked
---------------------------------------------------
When trying to uninstall\reinstall snmpd service i get the following

[root@localhost dw-tmp]# rpm -e net-snmp-5.1.2-11.EL4.7.i386.rpm
error: package net-snmp-5.1.2-11.EL4.7.i386.rpm is not installed

[root@localhost dw-tmp]# rpm -i net-snmp-5.1.2-11.EL4.7.i386.rpm
package net-snmp-5.1.2-11.EL4.7 is already installed
I have tried to force an install but with no joy.

When i run 'lsof -ni udp:161' i get no output, which i presume means there is no other app sitting on upd161

and i can see a snmpd file getting created in the /var/lock/subsys
whenever i try to start the service.

Help on this matter would be gratefully appreciated.

---- A bit of a funny one ----

When i do the run the following

1. remove the snmpd pid from /var/lock/subsys

2. run 'bash -x ./snmpd start'


The snmpd service starts and i am able to collect data.

I think the reason this happended is another version of net-snmpd was forced over the initial version which has somehow corrupt the snmpd demon.

I would like the snmpd service to start and run like any other but for now im happy that it is up.
