One way to achieve this is to run sendmail in "queue only" mode. (see deliveryMode option). Write a script to scan for big files and move it to a different directory (say /var/spool/mybigfilequeue).
Run two cron jobs to process the directories (/var/spool/mqueue and /var/spool/mybigfilequeue) at your specified times using "-q". See sendmail doc.
There might be a simpler way. Try asking in sendmail forum. You might get a reply from the guru (claus assman)
