Secondary DNS Problem

I have 2 Red Hat 9 units that I am using for DNS, one as a primary, the other a secondary. I used the gui tools to set up the zones and the files appear correct. The primary works fine and answers all request correctly. The secondary can resolve addresses and gets the updates correctly. but it will not answer any request when the primary is not available. If I am on the unit itself, it can resolve any address. If I go to another computer and use this secondary unit to resolve an address, it does not respond. I have setup a couple of DNS units so I have a little know-how of this though I am by no means expert. Any suggestions, thoughts?
