Angry Samba win9x problems help!

Ok the problem is Our win9x machines when you log in as root or older log in , you can access powerpoint, but if you log in as a newly created user you can not access powerpoint.I think it has something to do with what groups the users are in but i dont know. It's running samba and i tried to edit policies but could not find anything blocking powerpoint for certain users someone help! WE dont have this problem on any other version of windows

ok more clear

WEll this is what happens. We got a new admin guy (dumb fuck) and every user he created including himself, if they log on to the win9x machines they can open powerpoint due to "restrictions set by the admin blah blah" but can access pretty much everything else, if you log in as root or a teacher that was created before this guycame they can access powerpoint and everything. I dont see anything different in the accounts as far as i can tell (i cant tell that much with linux) but i cant fins anything that says powerpoint is blocked or anything for that matter.

I believe it has something to due with the set level of access for each user
Like root and "dhillig" a teacher crated before this guy are at a different group higher than the users he just created. please help so i can show this guy up. :]
