Cool, I didn't think of that one, but it is quite logical :)

For you windows, well, you would have to install a dhcp server on your linux (dhcpd), then configure it and it will work. Make sure it listens only on the interfaces that faces the windows machine (192.168.100.x).

Webmin makes it easy to configure a dhcp server.
Apt makes it easy to install it.
