RH8 Can't telnet or ftp in

Hello, I'm new to linux Ive done a few Solaris builds but this is my first linux build. I have installed RH8 on a PC. I have set the system up for DHCP. I have successfully registerd it in DNS and it pulls an valid IP via DHCP. I can ping othere systems from it, and can browse the internet. I can ping the RH8 system from other systems but. When I try to ftp, or telnet into the system I get Connection failed. I have tried several things I have found on this forum

Things i have tried:
Turn of the firewall through the GUI and reboot.
Turn of the firewall using lokkit and reboot.
'iptables -t filter -I INPUT -p TCP --dport 23 -j ACCEPT' reboot
'iptables -F' tried telent right after no luck.
Disable iptables service through the services gui and reboot.
Added "ssh ALL" to /etc/hosts.allow rebooted.

On my solaris builds I did telnet, and ftp were enabled be default, do I need to enable something before telnet and ftp work on the RH8?

Are you sure that sshd and ftpd are installed and running?

You should only have to go in through the GUI and open these ports to be able to get through.

I did
service sshd restart
and it stops, and starts sshd OK

still get connection refused when I try to telnet to the IP that it pulls
"Could not open a connection to the host, on port 23
: Connection failed

ftpd
I don't see that service listed in the services list on the gui.
I tried
service ftpd restart
ftpd: unrecognized service

Tried to install/reinstall ftp and telnet from the CD, it said
Unlocatable package required by
xinetd vsftpd
xinetd wu-ftpd
xinetd telnet-server

although I can restart that service and it says it restarted!
