Reading loggin name of remote machine

Hi,
I am trying to make a network monitoring application to keep an eye on my school's network (NOT a sniffer). I know how to get the remote machine NETBIOS name, but how can I get the user name of whomever is logged in on that machine - I know it is possible, just not how...
Help is much appretiated...

Ipscan can do it in windows - you should be able to find it in it's source:
