RAW packets not permitted? Please help.

hello,

I have a problem with nmap and other applications which are able to send RAW packets.. whenever I try to do that, i'm getting an error message.. the strange thing is that this does not happens, when i'm sending to my own IP.
here a sample:

Code:
[root@machine dir]# nmap -O 192.168.0.1

Starting nmap V. 3.00 ( www.insecure.org/nmap/ )
Interesting ports on my.machine.lan (192.168.0.1):
(The 1597 ports scanned but not shown below are in state: closed)
Port State Service
113/tcp open auth
505/tcp open mailbox-lm
631/tcp open ipp
6000/tcp open X11
Remote operating system guess: Linux Kernel 2.4.0 - 2.5.20
Uptime 5.233 days (since Fri Aug 1 19:36:25 2003)

Nmap run completed -- 1 IP address (1 host up) scanned in 7 seconds

------------------------------------------------------------------------------

[root@machine dir]# nmap -O XYZ0815.dip.t-dialin.net

Starting nmap V. 3.00 ( www.insecure.org/nmap/ )
sendto in send_tcp_raw: sendto(3, packet, 40, 0, 217.225.xxx.xxx, 16) => Operation not permitted
caught SIGINT signal, cleaning up
[root@machine dir]#

could it be, that my firewall (shorewall/iptables) settings are blocking these RAW connects out of my realm?

thanks for help in advance.
