Quality of Service

My P2P filesharing has begun to impact my parent's web surfing. I'd like to setup Quality of Service, so traffic over port 80 (http) takes priority. I use a Smoothwall Express 2.0 machine as a router. The corporate (pay) version of Smoothwall comes with QoS, but the documentation does mention that it's possible to setup QoS with stock Linux, just it's "very difficult". I haven't been able to find anything over at the Linux Documentation Project, and I'm about to consult the Armadillo Book. (However, I believe I have read through the section on routing, and I don't remember seeing a section on QoS.)

As soon as I figure out how to do it myself, I'll put in an entry over at the LQwiki. Could anybody who responds to this post please state that you release your post into the public domain, or at least under the Creative Commons Attribution-Share Alike license?
