qos, packet shapers and bandwidth throttling

Pop quiz...

Here at work we have an intranet, and, obviously, an internet connection, which, equally obviously, is always too slow. What I really need is something that will allow me to see, in real time, graphs of who is using how much of the local and how much of the internet bandwidth, and for what, and some means of restricting them, both on the fly as problems manifest, and based on some sort of rule-set or policy. This policy should allow me to set limits on what protocols can use how much of the bandwidth at what times, and allow me to create groups of users that I can set bandwidth/time limits on, both globally and per protocol. Plus all sorts of other options, bells, whistles and thingumebobs... Oh, and did I mention it should run on linux, and be free..?!?

I don't ask for much, do I?

Seriously, our firewall is a linux machine, and so it should prob be a linux solution, though I'll glady take a windows one if I can find one. And it should preferable be free, of course, but if I can't find one of those I'll definately look into commercial ones if I can find any that seem to do what I want. I'll just have to get a really good idea of what it can do and how much it will cost (as well as some sort of price comparison to other products) so that I can put a proposal before my boss. Also, software solutions are going to be easier to get hold of here in the deepest darkest africa (in sunny C.T. right by the sea , but a hardware solution is also acceptable...

Please, anyone who knows of a product that can do what I am looking for (or anything even close) please let me know, I just can't seem to find anything like this out there, except for a confusing plethora of products that get found on google and then don't actually do it, or need expensive hardware, or require three pints of mouse blood, or...

Ta in advance for any help I know you kind and loving people are going to provide me with! :>

for viewing, look at ntop, for qos look at cbq-init scripts which nicely wrap the tc utitilies. there are cbq-init UI's around too.

you mightn't really need to look at active restrictions, depending on your use of the bandwidth. there are scripts like wondershaper (see google) which use tc to set up a series of really handy rules that will implicitly make bandwidth be used fairer without actioing any real restrictions. http traffic always has highest priority etc...
