qmail and local mailer


Hi All

Can some one help me out on local mailer in linux.
As far as I could get procmail is the local mailer coming in RHEL.
How does it work together with qmail, if I am using qmail as my mail server.
Can local mail deliver mails to users other than system users(or users in virtual domains). Most qmail installations use either database like mysql or files to maintain user informations.
CCan a local mailer deliver mail when no other mailer daemons are working i mean smtp server etc.

If some one feel my question weird please forgive me I am trying to evolve into a correct question and answer with forum help
Any furhter clarificatio required can be given in the reply mail itself.
