public IP & private IP

hi all
file transfering speed b/w private and private IP is high.
but that of private and public IP is low.
why?

Can you give us more details? What exactly are you doing, and what software are you using to do this?

I would say at first glance that the problem is a routing issue - ie if you are transferring data between two machines on a local area network then transfer speed will be high (ie LAN is 100Mb/s). If one of the machines has a public IP address as well, then your router is probably routing the traffic via your ISP.

at present am using skype.
so, it will have low speed in b/w public and private.
ok
is there any way to improve the speed.
your answer may help us.

i am developing a software like skype.
here am using "rsync" at receiving side.
but it is unable receive the file.
