Pseudo tty configuration RH 7.3

I have a couple of questions regarding configuring Pseudo tty's on a RH 7.3 machine.

How can I configure the number of pseudo tty's configured on a machine? I don't know how many are configured as a default but I have a requirement for about 600 of them.

The second question regarding the pseudo tty's is regarding how they are assigned when a machine establishes a connection to this machine. I will have a network with 14 different subnets and would like to know if there is anyway to assign a range of pseudo tty's to a particular subnet?

ie

Server ip 10.180.246.1

Can subnet 10.180.247.xxx have a range of pts/0 to pts/40 and
subnet 10.180.248.xxx have a range of pts/41 to pts/80 and
subnet 10.180.249.xxx have a range of pts/81 to pts/120

something like this???
