Proftpd 421 Service not available, remote server closed connection

Hello Experts,

Proftpd 421 Service not available, remote server closed connection

the only thing i found on the web was that a possible hostname was bad. but my hostname works fine. my telnet works also, but
proftpd produces this 421 Service Error via command line.

Code:

ex: ftp example.com
Connected to example.com
421 Service not available, remote server has closed connection

I am not an expert with the proftpd.conf file but here is
what i have now, most settings are default.

Code:

# Includes DSO modules
Include /etc/proftpd/modules.conf

# Set off to disable IPv6 support which is annoying on IPv4 only boxes.
UseIPv6                        on
# If set on you can experience a longer connection delay in many cases.
