Problem with Apache and images

I am using Fedora Core 5 with Apache 2.2 and php 5.1.4 with close to default settings since I just installed it. I had the same problem with on Fedora 4. This has been a long sdtanding problem but now it is getting critical.

My problem is, some images show up and some do not. I checked the other threads on this question and there are a few but no replies to the original posts, at least none that answered the question I am having.

The permissions are the same (644) for all images with owner and group being apache. I have checked, double checked, and then checked again the php code. I have checked the php.ini file to see if there is some upper limit on image size but mine aren't even close to the data limit size of 8MB. Besides, some of the images that do not show up are smaller than some that do. All are in jpg format. some jpg's show and some do not. I can see all images properly using an image viewer. I can save the page as an html file and open it in Mozilla composer and the images show up fine.

I am at the end of my tether with thisproblem. I have been working on it for a couple of months now. That is what precipitated my fresh install of Fedora 5. After months of frustrating trouble shooting I had hoped the problem would go away with the new version. It did not unfortunately.

any help would be appreciated.

One further thing

Here are samples from the apache logs showing it is an apache problem (apparently)...
------------------------
Fri Jun 09 18:13:55 2006] [error] [client xx.xx.xx.xx] (13)Permission denied: access to /fooba/images/BackgroundImage.jpg denied, referer: http://www.mydomain.com/
------------------------

What does the error number 13 mean? Like I said in the previous post -- The permissions are the same, including owner and group, as images that are shown. And they are in the same directory.
