problem in squid

I am using squid as a proxy. Its not a transparent proxy.
My user is having problem in uploading file through www.ocean9.com. How this can be solved?
How i can restrict download bandwidth of users in squid? How i can see who is currently downloading? How i can see bandwidth utilization of Internet users, MSN messenger and Yahoo messenger in squid?

Thanks

To allow big uploads you need to change the request_body_max_size parameter at squid.conf to one that accomplish your necessity.
A better choice could be 20 MB.
